Key records: A-17 (reviewer R3's declared conflict, reassigned to R5), A-31 (Eastgate Youth Works, $24,000, 70/100, awarded with a condition), A-44 (fiscal-sponsor letter missing at submission, held for one clarification, then scored), A-58 (not eligible: serves Marlow County, outside Lake County). Barriers are coded from the "need and who you serve" answer. horizon-rubric.csv Eligibility gates and the four criteria with weights 30 / 30 / 20 / 20, anchors 1-5 and evidence sources, in two versions: v1.0 (inherited wording, before calibration) and v1.1 (calibrated on A-31; delivery-feasibility anchors as written in the rubric deep dive). Budget justification and learning-and-reporting-plan v1.1 anchors are left for you to write (rubric deep-dive exercise); samples are in the answer notes. Contribution = weight x score / 5. calibration-scores.csv The calibration record for A-31: the AI-suggested scores, the two reviewers whose delivery-feasibility scores split (R2 gave 4, R6 gave 2), their reasons and cited passages, the anchor change and the resolved scores (4 / 3 / 4 / 3 = 70), plus a weak (A-62) and a borderline (A-26) calibration sample. eastgate-q1-update.csv Eastgate's Q1 update for A-31, one row per reported item, with source document and location: 180 registrations, 150 eligible participants, 108 of 150 attending at least 3 of the first 4 sessions, placements not yet due, budget versions 1 and 2 (the $2,000 move from materials to transport stipends approved in Q1), Q1 planned spending, reported expense, cash paid, an approved unpaid invoice, the open condition, and award context rows from Horizon's record.
